In veel steden kampen wijken met aanhoudende overlast door jongeren uit de straatcultuur. Groepen Marokkaanse jongeren zijn daarbij stevig vertegenwoordigd. Wijkcoach Mathijs Zwinkels, die de straatcultuur uit ervaring kent, geeft er inzicht in en in de Marokkaanse dimensie ervan.

Waar hebben we het over bij maatschappelijke overlast?

Niet over het belletje trekken door straatjongeren bij de temperamentvolle buurtvader of een seksposter door de brievenbus doen bij de lokale pastoor. Het gaat hier om jongeren die duidelijke, algemeen geldende maatschappelijke grenzen overschrijden. Zij intimideren elkaar en anderen, ook laten zij zich in sommige gevallen in met criminaliteit. Dit gedrag wordt niet getolereerd en moet in bepaalde gevallen voorkomen, bestreden en zo nodig bestraft worden. Het dilemma is dat deze jongeren ook onderdeel van de toekomst zijn. We zullen daarom naar een vruchtbare samenwerking moeten zoeken, waarbij we deze jongeren willen leiden naar een beter toekomstperspectief. Als we meer te weten komen over de achtergrond van deze jongeren uit de straatcultuur, kunnen we hun gedrag en de doelen van deze jongeren beter begrijpen. Kennis en elkaar wezenlijk verstaan zijn de eerste vereisten voor het met elkaar in contact kunnen komen. Contact en communicatie is nodig voor een adequate samenwerking tussen de burger- en straatcultuur!

Je eigen buurt

Binnen de Marokkaanse cultuur en het islamitisch geloof is het verboden (haram) om alcohol te nuttigen, drugs te gebruiken, een vriendin te hebben en te roken. Deze verleidingen kunnen velen niet weerstaan. Binnen de straatcultuur is het gebruikelijk te roken of te blowen, achter de meiden aan te zitten en in het weekend te zuipen. Dit doen die Marokkaanse jongeren dan ook buiten het oog van hun ouders en andere volwassenen, stiekem. Deze straatjongeren zullen verhullen dat zij deze “zonden” begaan. Zij zoeken verdekte plaatsen op en trekken naar andere wijken waar ze buiten het gezichtsveld van hun ouders, broers en andere familieleden verblijven die mogelijk harde maatregelen tegen hen zouden treffen om de begaande zonden te bestraffen. Vaak zijn de jongeren banger voor hun familieleden dan voor de politie. De Marokkaanse cultuur kan een schaamtecultuur genoemd worden waar uiterlijke schijn, eer en de verhoudingen met de buitenwereld belangrijke drijfveren zijn. Voor sommige jongeren is het intact houden van hun eer belangrijker dan eerlijk te zijn.

Niet benoemen

In de straatcultuur is het een belangrijke waarde om tegen buitenstaanders niet uit de school te klappen. Hierbij wordt verraad gezien als een van ergste misdaden, waar als veroordeling een gewelddadige afrekening of verbanning kan gelden. Binnen de straatcultuur is de ‘omerta’ een bekend fenomeen: de geheimhoudingsplicht in de erecode van de Italiaanse georganiseerd misdaad. Het komt niet zelden voor dat een verrichte daad tegen anderen, zoals de politie en de ouders, categorisch ontkend wordt. Het is in de Marokkaanse cultuur bijvoorbeeld niet respectvol om aan je ouders te bekennen dat je rookt. Je zou hiermee de schuld van het roken aan de falende opvoeding van je ouders toewijzen, iets wat een Marokkaanse jongere tot elke prijs dient te voorkomen. Je maakt je ouders niet ten schande!
Veel Marokkaanse jongeren en in mindere mate ouderen begeven zich in publieke ruimtes want het is niet wenselijk om (jonge) mannen thuis uit te nodigen die niet tot de familie behoren. Conform de islamitische regels horen vrouwen zich apart op te houden van mannen. Om hun maagdelijkheid en kuisheid te bewaren, dienen vrouwen beschermd te worden tegen gevaren als mannelijke begeertes.
Vooral Berberse bruiloften worden vaak gescheiden gevierd, waarbij de vrouwen in een andere zaal dan de mannen van het feest genieten. Het is gebruikelijk dat islamitische vrouwen hun vriendinnen thuis uitnodigen om te socializen. Daarnaast speelt, net als in veel Afrikaanse, Zuid-Amerikaanse en Zuid-Europese landen het buitenleven een grote rol, daar speelt ook het sociale leven en de groepscultuur een grotere rol dan in het individualistische Nederland met zijn slechte weer. In die continenten stikt het van de theehuizen, eettentjes en ontmoetingsplaatsen. Deze manier van leven en elkaar buitenhuis ontmoeten zit diepgeworteld in hun systeem. Ook wonen veel Marokkaanse gezinnen in kleine- tot middelgrote huizen met een groot aantal kinderen, waardoor de leefruimte binnenshuis vaak (te) beperkt is.

Direct vs indirect

In de Nederlandse cultuur gaat het om de inhoud van de boodschap en minder om de betrekking. Het gaat om wat er gezegd wordt en minder om hoe het gezegd wordt. Nederlanders zijn vaak erg direct, assertief en zij tonen in hun verbale uitingen over het algemeen weinig respect voor autoriteiten. In de straatcultuur ligt dat anders. Hier spelen status en respect een belangrijke rol. Het zijn zaken die door anderen niet in twijfel getrokken mogen worden. Vanuit de Marokkaanse cultuur wordt er veel indirect met elkaar gecommuniceerd.

Voorbeeld: als burgers in Nederland bij een dokter komen voor een mogelijk negatieve uitslag willen we daar meteen van op de hoogte worden gebracht, zoals ook de studieboeken dat voorschrijven bij een slecht nieuwsgesprek. In de Marokkaanse cultuur kan dit overkomen alsof de dokter de patiënt dit vervelende nieuws toewenst. In Marokko zal een dokter eerst vragen naar hoe het met de familie gaat en hoe het weer vandaag is om vervolgens mededeling te doen van het droevige nieuws.

Bij het aanspreken van jongeren uit de straatcultuur is het daarom niet aan te raden om een schuldige aan te wijzen. Dit kan worden gezien als een persoonlijke aanval en de kans is groot dat jongeren daar tegen ageren en vervallen in ontkenning. Het is aan te raden om meer in zijn algemeenheid de zaken te benoemen en via deze weg uit te spreken wat er dwars zit.

Mijn moeder

“Dat doe je bij je moeder thuis toch ook niet” is een bekende spreuk om een kind terecht te wijzen. In de Marokkaanse cultuur zou zo’n opmerking als een belediging worden ervaren. De islam predikt immers dat de poorten van de hemel zich bevinden onder de voeten van de moeder. In de islam wordt de moeder zelfs boven de vader verheven. Bij het aanspreken van straatjongeren dient hun moeder buiten beschouwing te worden gelaten om te voorkomen dat hiermee de trots van de jongeren wordt aangetast.

Ondanks dat de mens een kuddedier is, hebben we in Nederland originaliteit in een hoog vaandel staan. In de straatcultuur is het ‘not done’ om af te wijken van de uiterlijke presentatie die wordt gehanteerd door de groep. De psychologie hierachter is dat dit de eenheid van de groep ondermijnt. Het verhoogt de status van straatjongeren wanneer ze een soortgelijke leren jas of duur Italiaans schoenmerk dragen. Je zult sporadisch Marokkaanse straatjongeren treffen die een oorbel hebben of hun haar hebben geblondeerd.

Dit wordt gezien als vrouwelijk gedrag dat niet past binnen de mannelijkheid die een man dient te bezitten. Wanneer een jongere ‘vrouwelijk’ gedrag toont kan dit leiden tot verbanning en pesterijen door de rest van de groep. In de praktijk zie je dat jongeren die hiervan beticht worden zichzelf proberen te bewijzen door statusverhogende activiteiten te ontplooien. Denk hierbij aan gewonnen vechtpartijen, het plegen van delicten en seksuele contacten met meisjes.

Door materialisme verdoofd

De straatcultuur is erg materialistisch. Het bezit van dure merkkleding, sieraden, auto’s en gadgets bepaalt de status van jongeren. Ook vinden veel jongeren het handig om voldoende zakgeld te hebben voor diverse ontspanning activiteiten. Deze jongeren kunnen maatschappelijke grenzen overschrijden en wetten overtreden om geld binnen te halen. In de straatcultuur is het de norm om grenzen over te gaan voor persoonlijk gewin: ‘Pakken wat je pakken kan’. Van oudsher bepalen in de Marokkaanse cultuur sekse, leeftijd en geld de hiërarchie en aanzien bij leeftijdgenoten. Daarbij valt een onderscheid te maken tussen de Arabische en de Berberse culturen.

Veel in Nederland verblijvende Marokkanen zijn afkomstig uit het Rifgebergte dat vanouds een kaal en onvruchtbaar gebied was. Vanwege de extreme schaarste ontstonden al vroeg grote rivaliteit en felle vetes tussen stammen en families, maar ook binnen gezinnen. In hun overlevingsdrang wantrouwden de mensen elkaar. Ook nu blijkt dat onderlinge wantrouwen nog. Het komt regelmatig voor dat men elkaar in de straatcultuur benadeelt door bijvoorbeeld van elkaar te stelen. Straatjongeren vergelijken zich zelf dan met hyena’s: ze jagen met en op elkaar. Het is uiteindelijk ieder voor zich: ‘Born alone, die alone’.
De straatcultuur is in algemene zin gesloten voor buitenstaanders. Er is een sterke wij-zij houding aanwezig. Het valt niet mee om het vertrouwen te winnen van jongeren.

In de praktijk zijn al veel instanties en burgers het gevecht aangegaan met jongeren uit de straatcultuur. Vaak was de uitkomst daarvan niet succesvol. Er kwamen meer verliezers dan winnaars uit de strijd. Wellicht is er soms, vanuit onvrede of irritatie, een terechte aanleiding geweest om de strijd met deze groep aan te gaan. Deze jongeren hebben echt niet allemaal de intentie om de leefbaarheid in de wijken te verbeteren. Aan de andere kant hebben zij zeker niet allemaal bewust voor het straatleven gekozen. Meer achtergrondinformatie, inzicht in de straatcultuur en bruikbare tips kunnen professionals van pas komen om met dit soort groepen te “dealen”. Of op een voor alle betrokkenen prettige wijze omgaan met jongeren uit de straatcultuur.

Praktische tips

Ga er niet vanuit dat deze jongeren je direct zullen vertrouwen. Ze zullen je gaan testen om te kijken of je vertrouwen bent. Een consistente en transparante manier van werken helpt je om het vertrouwen van deze jongeren te winnen. Mannelijke hulpverleners die wat meer masculien zijn, zullen in het beginsel makkelijker contact leggen. Mannelijke hulpverleners die meer feminien zijn, zullen in het beginsel meer weerstand uitlokken. En verwacht vooral niet van deze jongeren dat zij hun zachte kant aan je tonen. Besef dat de straatcultuur een groepscultuur is. Individuele conflicten worden al gauw als groepsprobleem aangenomen. Als je met een individu goed contact weet te onderhouden zal de groep je ook sneller accepteren.

Wees jezelf!

Jongeren uit de straatcultuur zijn sterk intuïtief ontwikkeld en weten vaak goed te onderscheiden welk gedrag wel of niet oprecht is.
Zoek deze jongeren op in hun eigen leefomgeving, daar voelen zij zich veilig. Je kunt daar ook betere indrukken opdoen van hun sociale leefmilieu.
Toon interesse en reageer gevat. In de praktijk blijkt dat deze combinatie respect oplevert.

Begroet de groep jongeren, een hand geven is gebruikelijk. Wees betrouwbaar naar jongeren toe.
