LVB-jongeren en het risico op crimineel gedrag

 

 Jongeren met een LVB zijn voor criminelen zeer aantrekkelijk om voor hun karretje te spannen. Gesprek met Mathijs Zwinkels – kenner van de straat – over criminelen die inpalmen, intimideren en ontkennen. Met tips om LVB’ers te helpen.

Zelf heeft hij geen LVB, maar toch kon Mathijs Zwinkels als jongere de verleiding noch de druk weerstaan om bij een straatgroep te horen. Hij wilde aanzien, hij wilde snel geld verdienen. ‘Binnen straatgroepen staan lucratieve zaken op de voorgrond, want voor geld is alles te koop.‘

Mathijs Zwinkels zijn eigen onderneming opgezet ‘Universiteit van de Straat’, (www.universiteitvandestraat.nl) lezingen, workshops en trainingen over straatcultuur, (jeugd)criminaliteit.

Naarmate Zwinkels het criminele circuit beter leerde kennen, werd hij zich steeds bewuster van de risico’s. ‘Vanuit het perspectief van criminelen gezien is het slim om anderen criminele klusjes te laten opknappen. Naïeve jongeren die niet zo doortrapt zijn: zij zijn dan een prima doelgroep. Dan kom je al snel uit bij mensen met een LVB. Ze zijn zich minder bewust van de risico’s en willen “erbij” horen, ze laten zich verleiden door status en aanzien. Criminele straatjongeren maken daar geraffineerd misbruik van.’

 

Onvoldoende (h)erkend

Wat zijn de kenmerken van een LVB? We spreken van een LVB als er sprake is van een IQ tussen 50 en 85 en als iemand sociale redzaamheid beperkt is. LVB’ers worden vaak overvraagd, wat kan leiden tot problemen op de levensgebieden inkomen, werk & opleiding, tijdsbesteding, huisvesting, huiselijke relaties, geestelijke gezondheid, lichamelijke gezondheid, middelengebruik, vaardigheden bij activiteiten van het dagelijks leven (ADL), sociaal netwerk, maatschappelijke participatie en justitie.

In Nederland wonen ongeveer 2,5 miljoen mensen met een LVB, zijn 12,5 procent van de ruim zestien miljoen Nederlanders. Volgens Mathijs Zwinkels is een LVB lang niet altijd zichtbaar en bovendien wordt deze vaak onvoldoende herkend en erkend. Jongeren met een LVB begrijpen anderen vaker verkeerd en hun reacties schatten zij onjuist in. Hierdoor raken mensen met een LVB in de problemen. De hiermee gepaard gaande frustratie kan weer leiden tot nieuwe problemen. Daarnaast is bij veel van deze jongeren sprake van sociale, emotionele of psychische problematiek.

Het deel willen uitmaken van een groep en het verkennen van grenzen zijn normale kenmerken van het opgroeigedrag van jongeren. Hoewel jeugdigen met een LVB meer politiecontacten hebben en vaker antisociaal gedrag laten zien dan jongeren zonder verstandelijke beperking, is een LVB niet een op zichzelf staande risicofactor. Wat jongeren met een LVB extra kwetsbaar maakt voor het ontwikkelen van crimineel gedrag, is dat zij met meer risicofactoren te maken hebben en over minder beschermende factoren beschikken dan andere jongeren. Problemen ontstaan als de beschermende factoren onvoldoende tegenwicht bieden aan de risicofactoren.

Onze dynamische participatiesamenleving vraagt van burgers een hoge mate van zelfredzaamheid, een vaardigheid die veel LVB’ers onvoldoende beheersen. Een LVB is geen gedragsprobleem dat geleidelijk naar de achtergrond verdwijnt omdat iemand ermee leert omgaan. Veel mensen met een LVB hebben hun hele leven enige vorm van begeleiding nodig.

 

Risicofactoren

In 2011 startte de politieregio Amsterdam-Amstelland met een regionaal plan van aanpak voor de top zeshonderd (potentiële) veelplegers. Maar liefst veertig procent van deze zeshonderd veelplegers had een LVB, zo bleek uit het onderzoek ‘Van boefje tot crimineel’. (Interessant detail: jeugdige veelplegers in Friesland komen eerder met de politie in aanraking dan Amsterdamse jongeren. Waarom dit is, vergt nader onderzoek.)

Een belangrijke risicofactor voor jongeren met een LVB is de combinatie overvraging en vrije tijd: de LVB wordt niet of te weinig onderkend, deze jongeren worden te hoog ingeschat, ze worden overvraagd en tegelijkertijd hebben zij vaak weinig omhanden. Ze hebben geen goede dagbesteding, ze hebben geen hobby’s en ze zijn niet lid van een sportvereniging. Bovendien zijn ze door hun beperkte sociale vaardigheden en gebrekkige zelfvertrouwen zeer ontvankelijk voor de invloed van delinquente vrienden. De meeste delicten gepleegd door adolescenten vinden plaats in groepsverband: jongeren plegen eerder en vaker criminaliteit samen met vrienden dan zelfstandig.

Uit onderzoek blijkt dat als er meer dan drie ingrijpende gebeurtenissen in het leven van jongeren plaatsvinden, de kans op uitzonderlijk gedrag (zoals criminaliteit) exponentioneel stijgt. Hierbij is de aard van de ingrijpende gebeurtenissen niet relevant; het aantal telt.

 

Buitengesloten

Mathijs Zwinkels weet als geen ander dat jongeren met een LVB kwetsbaar zijn. Ook lopen zij het risico buitengesloten te worden door leeftijdgenoten, zegt hij: ‘Het kan voor jongeren met een LVB daarom extra aantrekkelijk zijn een beschermer te hebben die indruk maakt door zijn houding, beschikt over veel geld, imponeert door verbaal en/of fysiek geweld. Maar deze figuren zijn geen zorgzame, beschermende “grote broer”. Delinquenten zijn doorlopend op zoek naar “katvangers”: mensen die de kastanjes uit het vuur halen, zodat zij zelf minder risico lopen. Bescherming bieden is voor criminelen een berekenende investering die vroeg of laat terugbetaald moet worden, meestal door het opknappen van allerlei duistere zaakjes.’

En dan komt het ‘goed’ uit dat jongeren met een LVB niet zo sterk in hun schoenen staan. ‘Deze jongeren zijn over het algemeen vlot beïnvloedbaar,’ zegt Zwinkels. ‘Dat kan positief zijn, maar ook negatief uitpakken, want zij zien niet altijd de consequenties van hun handelen. Zij zijn snel over te halen tot “een klusje”.’ Moeiteloos schudt hij de voorbeelden uit zijn mouw. ‘Een crimineel vraagt een meisje met een LVB een woning op haar naam te laten zetten, waarna dat huis binnen de kortste keren vol staat met wietplanten. Of ze huurt een auto op haar naam, die vervolgens gebruikt wordt bij inbraakactiviteiten. Ze pint geld met een gestolen bankpas of fungeert als figurant bij drugsvervoer. De crimineel reist samen met haar om de indruk te wekken dat ze bezig zijn met een onschuldig gezinsuitstapje.’ En jongens met een LVB? ‘Zij worden vooral ingezet voor fysieke bedreigen, afpersingen en inbraken. De criminele bazen blijven op de achtergrond. Zij verklaren later vol overtuiging tegen de politie dat zij absoluut niet betrokken waren bij de acties. “Die LVB’er? Ken ik niet. Heb ik niets mee te maken.”

 

Antenne

Criminelen hebben een antenne voor het herkennen van zwakkeren, meent Mathijs Zwinkels. ‘Criminelen kijken: Wie is inzetbaar? Wie is waarvoor te gebruiken? Ze letten scherp op iemands gedrag. Wie zo naar mensen kijkt, filtert er snel de jonge LVB’ers uit. Voor delinquenten zijn vooral degenen geschikt zonder goede dagbesteding, schoolverlaters zonder baan, zonder regulier inkomen, zonder toekomstperspectief. Nadat ze zijn geselecteerd, worden ze subtiel maar doelgericht ingepalmd: “Ik geloof in jou, jij bent beter en slimmer dan anderen. Ik gun jou deze kans. Ik zie mijzelf in jou. Jij hoort bij ons. Doe even een simpel klusje voor me en je krijgt vijftig euro. Dat is makkelijk verdiend, toch?”‘

Het valt Mathijs Zwinkels op dat de ‘kandidaat’ positief benaderd wordt, gefêteerd, geïmponeerd en een concrete, snel realiseerbare, gemakkelijke en winstgevende beloning wordt voorgehouden. Heeft iemand contacten die mogelijk ondersteunend kunnen zijn, dan worden ze in hoog tempo zwart gemaakt, in een kwaad daglicht gesteld en negatief ‘geherdefinieerd’.

‘De “nieuwe vrienden” smeden een aantrekkelijke saamhorigheid,’ analyseert Mathijs Zwinkels. ‘Zij zorgen ervoor dat de LVB’er stap voor stap een uitdagende, avontuurlijke wereld in gezogen wordt waar snel geld verdiend wordt. Via de “voor wat hoort wat”-mentaliteit wordt de nieuweling onder druk gezet steeds meer en steeds gevaarlijker klusjes op te knappen. “Ik reken op je. Ik weet je te vinden als je het niet doet. Je móet me helpen, je moet het doen!”’

Wie eenmaal een stap in de verkeerde richting zet, kan moeilijk terug. Zwinkels: ‘Er wordt een beroep gedaan op iemands schuldgevoel. De jonge LVB’er wordt misleid, geïntimideerd, gechanteerd en zo nodig grof verbaal en fysiek bedreigd. Dreigementen worden ook uitgevoerd, want anders word je niet serieus genomen. Alles draait om geld, macht en aanzien.’

Via deze ’totaalaanpak’ wordt de LVB’er overdonderd. Het is dan bijna onmogelijk geworden om alle consequenties te overzien. ‘Hoe meer problemen je voor jonge LVB’ers opwerpt, hoe moeilijker het voor hen is om het geheel te overzien. Om er vanaf te zijn, geven ze toe. Daarna wordt het contact gladgestreken, de indruk gewekt dat je goede vrienden bent. Zij zijn tenslotte nodig voor volgende klussen. Maar een crimineel die door de politie gepakt wordt, geeft de LVB’er alle schuld. Het devies is: ontkennen. Elke betrokkenheid ontkennen. Criminelen weten dat er wettelijk en overtuigend bewijs moet zijn. En één getuige is geen getuige.’


Vijf tips voor het netwerk van LVB-jongeren

Vijf tips van Mathijs Zwinkels voor het contact met LVB-jongeren die het verkeerde pad dreigen te kiezen of al enigszins actief zijn binnen het criminele circuit:

1) Investeer op tijd in een goede relatie. Wie dan een goede band opbouwt, kan daar bij moeilijkheden op terugvallen.

2) Zorg voor een breed ondersteunend netwerk, vooral met leeftijdgenoten. Leeftijdgenoten vormen het belangrijkste sociale netwerk tijdens de puberteit. Bovendien wordt het gedrag van jongeren met een LVB sterker bekrachtigd door sociale acceptatie en status binnen een vriendengroep dan beloning door ouders, leraren en zelfs de wet. Hoe sterker het netwerk, hoe meer kans dat de weifelende jongere op het rechte pad blijft. Uit onderzoek blijkt dat afwijzing door leeftijdgenoten niet-zelden leidt tot delinquent gedrag.

3) Positieve onderwijservaringen, succes op school en toegang tot een goed georganiseerde school met een inclusieve schoolregeling helpen voorkomen dat jongeren met een LVB betrokken raken bij crimineel gedrag.

4) Zorg voor een goede dagbesteding. Zich gezien en gewaardeerd voelen, een positieve bijdrage leveren aan de samenleving en een regulier inkomen dragen bij aan een positief zelfbeeld, waardoor iemand minder de neiging heeft zich aan te sluiten bij een crimineel netwerk.

5) Een goede vrije tijdsbesteding, een hobby en lid zijn van een sportvereniging zorgen voor structuur en voor een positieve vrijetijdsinvulling.

 

Tien tips voor hulpverleners

Mathijs Zwinkels adviseert hulpverleners:

1) Betrek het netwerk van jongeren met een LVB bij de begeleiding en informeer hen over je doen en laten. Wees laagdrempelig en transparant. Zeg wat je doet en doe wat je zegt.

2) Ontvang de jongere niet altijd op je kantoor, maar ken zijn directe leefomgeving.

3) Wees gemakkelijk bereikbaar en wees niet te strikt als de jonge LVB’er niet altijd zijn afspraken nakomt.

4) Wees praktisch en concreet: ‘Wat kan ik voor je doen?’ Maak inzichtelijk wat er gaat gebeuren en volgens welke stappen.

5) Probeer te onderhandelen en stel er iets tegenover, bijvoorbeeld een goed woordje bij de reclassering of een introductie bij een mogelijke werkgever.

6) Gebruik nooit vakjargon of metaforen, want die worden vaak verkeerd begrepen.

7) Win het vertrouwen. Verwacht geen dankbaarheid of snelle, aantoonbare resultaten. Heb niet de illusie dat één gesprek per week bij iedereen voldoende is.

8) Maak contact met iedereen in het netwerk van de LVB’er: bezoekers, kennissen, logés en anderen.

9) Onderhoud contact met de wijkagent, de buurtwerker, de werkgever, de sportvereniging. Deel informatie, inzichten, ideeën en belevingen en stem je benaderingswijze eenduidig op elkaar af.

10) Ga af op je onderbuikgevoelens. Leg eventueel kentekens vast, deel je beschrijvingen van ongure types met de politie. Laat hen zo mogelijk de LVB’er informeren over de achtergrond van de bezoekers (‘Dat is geen frisse jongen’).
